The Business Development Fund was established by the International Congress of Industrialists and Entrepreneurs as a non-profit organization, called to provide all possible support of industrialists and entrepreneurs' interests, including scientific research and practical business programs and project elaboration and realization.

The purpose of signed Memorandum was to establish a practical framework for the development of stronger business relations between RusCham and Business Development Fund.
